XI International Congress of CLAD on State and Public Administration Reform

CLAD and the Government of Guatemala, through its Presidential Commission for the Reform, Modernization and Strengthening of the State and its Decentralized Entities (COPRE) and the National Institute of Public Administration (INAP), have the pleasure to announce the celebration of the "XI International Congress of CLAD on State and Public Administration Reform", to be held in Guatemala City, Guatemala, November 7 to 10, 2006.

In the XI Congress, the methodology used in the last Congress will continue, in order to focus the nucleus of debate and
exchange of experiences. In this sense, the panel proposals will have to refer to some of the six thematic areas defined as
priority subjects by CLAD's Directive Council, and its treatment should be oriented by the conceptual characterization and the
central questions raised for each one of them.
The thematic areas are the followings:
1. Legal innovations for State and public administration reform
2. Professionalization of civil service
3. Planning, budgeting and evaluation by results
4. Public policies and management models to face poverty and exclusion
5. Local development and territorial management
6. State and democratic governance
PANEL PROPOSALS SHALL BE SUBMITTED BY ELECTRONIC MAIL TO CLAD's GENERAL SECRETARIAT BEFORE MARCH 31, 2006.
­WE ENCOURAGE YOU TO SEND YOUR PROPOSAL!
An Evaluating Committee integrated by external professionals of relevant international trajectory, along with the CLAD's Academic Committee, will select the panel proposals related to their respective area.
The official languages of the Congress will be Spanish, Portuguese and English. During the entire Congress, one of the
six halls will have English-Spanish simultaneous translation.
